Connecticut House approves $51B budget with historic income tax cut

HARTFORD, Conn. (AP) — The Connecticut House of Representatives overwhelmingly passed a two-year, $51 billion state budget early Tuesday that includes a historic cut to the state's personal income tax.

The budget package passed 139-12 in the Democratic-controlled House with strong bipartisan support after a nearly three-hour debate that started late Monday. The Senate, also controlled by Democrats, will have to pass the same bill before the General Assembly adjourns its 2023 session at midnight on Wednesday.

Brandon Belt had a tiebreaking RBI single, José Berríos pitched six innings to win his third straight decision and the Toronto Blue Jays beat the Houston Astros 3-2. Alejandro Kirk added an RBI double and Vladimir Guerreor Jr. reached base twice as the Blue Jays took three of four from the Astros and won the season series 4-3. Astros slugger Yordan Alvarez left after one at-bat because of a sore right oblique. Alvarez grounded out to first base in the first and was replaced at DH by Corey Julks when his turn came up again in the third.

José Ramírez homered in his first three at-bats to power the Cleveland Guardians to a 10-3 win over the Boston Red Sox. Ramírez connected for a solo shot in the first inning off Matt Dermody, belted a two-run shot in the third and added another solo blast in the sixth when the Guardians collected eight straight hits. Ramírez came up a second time in the sixth bidding for a rare four-homer game, but struck out. The four-time All-Star had another chance in the eighth, but grounded to third. There have only been 16 four-homer games in the majors since 1901. The last to do it was Arizona's J.D. Martinez in 2017.

The NCAA is changing its penalty for delay-of-game violations in women's basketball and adding a new rule on flopping. Players will no longer get charged a technical foul for certain delay-of-game violations, including the one Iowa star guard Caitlin Clark got called for in the Hawkeyes’ NCAA championship game loss to LSU. The All-American received a technical foul because she didn't pass the ball to an official after a foul was called late in the third quarter. That was deemed to be a delay of game by the officials. Under the new rule, that play would have resulted in the team getting a technical foul and not Clark.

RENTON, Wash. — The end of the Seahawks mandatory three-day minicamp Thursday also meant the last time the team will see many of its veteran players until training camp begins in late July.

PHILADELPHIA — This would have been one of the most disappointing Phillies losses of the season. Zack Wheeler took a no-hitter into the eighth, only to see the game tied by the end of that inning and the Phillies trailing in the top of the ninth.

The game originally was scheduled for Wednesday night but was postponed due to poor air quality caused by smoke from Canadian wildfires.

Louisiana Gov. John Bel Edwards, a Democrat, said Thursday he intends to veto a package of bills passed by the GOP-dominated legislature that targets the LGBTQ+ community, including a ban on gender-affirming care for transgender minors and the state's version of a "Don't Say Gay" bill. If Edwards blocks the bills, lawmakers can convene for a veto session. Overriding a veto requires support from two-thirds of both the House and Senate — and Republicans hold a two-thirds majority in both chambers. Louisiana legislators have only convened for two veto sessions since 1974.

DeWanna Bonner, a 13-year veteran, scored a career-high 41 points to set a franchise record and the Connecticut Sun beat the previously unbeaten Las Vegas Aces 94-77 to avenge a series loss two days ago. Bonner topped her previous high of 38, set in 2016, on a 3-pointer with 2:50 remaining for a 90-67 lead. The previous franchise record was 35, scored by Shannon Johnson in 2000 when the organization was the Orlando Miracle. On Tuesday, Bonner only had five points in a 90-84 loss to Las Vegas. But Bonner responded by scoring 14 of Connecticut's opening 20 points on Thursday. Bonner finished 16 of 23 from the field. Las Vegas got within 64-54 early in the fourth quarter before Bonner scored the next seven Connecticut points.

North Korea has tolerated the widespread use of more stable foreign currencies like U.S. dollars and the Chinese yuan since a bungled revaluation of the won in 2009 triggered runway inflation and public unrest. The so-called "dollarization" phenomenon helped ease inflation and stabilize foreign exchange rates. But experts say the currency substitution may hurt leader Kim Jong Un's authority by undermining the government's control of the money supply and its ability to set monetary policies. Now, observers say Kim may be trying to roll back use of the dollar and yuan to tighten his grip on the economy, a move that could backfire by just confusing and angering the public.

Florida Panthers star Matthew Tkachuk was sidelined early in Game 3 of the Stanley Cup Final after a big hit from Vegas Golden Knights forward Keegan Kolesar. Kolesar delivered an open-ice hit on Tkachuk six minutes in. Tkachuk stumbled as he was trying to get up and skate to the bench. He talked to a trainer on the bench before going back on the ice for the start of a Panthers power play. Tkachuk went down the tunnel not long after and did not return before the end of the first period.

Cleveland Guardians third baseman José Ramírez homered in his first three at-bats against the Boston Red Sox on Thursday night. Ramírez connected for a solo shot in the first, a two-run homer — the 200th of his career — in the third and added another solo homer in the sixth. The switch-hitter hit two of the homers right-handed, and the other from the left side of the plate. Ramírez's homer in the sixth came off former teammate Corey Kluber and gave the All-Star nine this season. His three-homer game is the fourth in the majors this season.

Alvarez came in batting .274 with 17 home runs and 55 RBIs in 56 games. The AL Rookie of the Year in 2019, Alvarez was an All-Star for the first time last season, when he hit .206 with a career-high 37 home runs and 97 RBIs.

Economists say New Mexico's budget numbers have been "mind-blowing." They painted a bountiful picture for lawmakers during a briefing Thursday, saying revenues are at levels never seen before. Still, they warned members of the revenue and tax policy committee that some of that one-time funding will dry out, and lawmakers will have to decide whether to continue spending for health care, education and other social programs that have been expanded during the boom. The legislative economists also reiterated that oil and gas development has been driving New Mexico's historic numbers and more still needs to be done to diversify the state's economy.

Donald Trump's indictment on charges of mishandling classified documents at his Florida estate has brought renewed attention to one of the most notable cases in Justice Department history. The federal charges represent the biggest legal jeopardy so far for Trump, coming less than three months after he was charged in New York with 34 felony counts of falsifying business records. A person familiar with the indictment tells The Associated Press that Trump has been charged with seven counts but that the exact charges are under seal. The case has been investigated by Jack Smith, a special counsel appointed by Attorney General Merrick Garland.

The Nevada Senate adjourned on Thursday without voting on a a financing bill for a proposed $1.5 billion Las Vegas Strip stadium for the Oakland Athletics, extending the special legislative session into the next week amid negotiations over whether to contribute $380 million in public funding to the project. The measure can still be amended by lawmakers, and if it passes the Senate it would still need approval from the Assembly before going to the desk of Republican Gov. Joe Lombardo, who has expressed support for it. Both the state Senate and Assembly are adjourned until Monday.
